Cities, Zones of Control and Claims

Your state's territory is comprised from three elements: Cities, Zones of Control (ZoC) and Claims. Firstly, major cities. These are the centres of your government and power. Initially, your nation will normally have 3 cities, each containing 3 000 000 population (though you could, in theory, have nine cities with 1 000 000 people or some other equivalent arrangement). For more information on populations, see the Population, Taxation and PP thread. These cities grant you 750 pixels worth of ZoC each. Because you get three cities, that ends up giving you a total of around 2250 pixels of controlled land for your country.

Your Zone of Control is the area around a city that you have direct control over. That means you can enforce the rule of law effectively, harvest resource nodes and defend it more easily. Every 200 000 people in a city gives you 50 pixels of ZoC around it (399 999 people still only gives 50 pixels of ZoC, 400 000 gives you 100 pixels). This means that, as cities grow over time, your territories increase. On the flip side, the loss of population detracts the amount of territory you can hold. A city that had a population of 2 200 000 with 550px ZoC, would only have 500px worth of ZoC if 50 000 people left the city or were killed (which would bring the population down to 2 150 000)

Claims are, very simply, land that you claim to own. You do not have any real control over it, and it could be literally anywhere (So Ireland could claim all of Africa). You can't harvest resource nodes within land that's only been claimed, because you need to have ZoC for that. You can't enforce the law effectively, either, because you don't have any real control there. It is, however, useful for many things, like filling in space between cities to make larger, more decentralised states, or to claim ownership of an area that you wish to colonise. However, anybody else can just as easily claim the same area, and unless you can enforce your claim it's very easy for a more powerful country to take it from you.

UPDATE: Continuous ZoC, not separated by sea or non-controlled land, can be split or merged between existing cities for free.
