Changes to the GM system
I propose 2 different alternatives:
Seeing as now with the HUGE MP limits you will get it will almost be impossible to invade someone with the current maintenance cost, they could have 200MP+ of defensives without any maintenance and you would have to pay 200MK / cycle to be able to invade with a equal force
Alternative 1:
Half maintenance costs, simple but would work.
Alternative 2:
You will not have to pay for extra maintenance while invading, BUT there will be a constant maintenance (MP / 5). That would create a balance of having a large army and earning money. Replacing dead troops / recruiting more would have a greater cost then before.

Did you misread? This is for CHEAPER maintance, and making it work

half maintenance cost looks good, maybe even a third of it.

Well, armies are expensive. Id vouch instead for an increase of cost on defensive works.
Itd give people a reason to actually not max out their armies, which would give people a reason to make choices and prioritise
