The plot of land in red has been sold by Finavavaada to Coresonia for 15mk. Citizens of the red spot have been re-settled elsewhere within TGEF lands, with nearby villages built to replace the now abandoned ones. Citizens of the area are granted special passes that allow them to re-enter the sold area, and leave back to the TGEF. NCR restrictions limit them to only the sold area. Relocated citizens are permitted to re-settle anywhere in the TGEF of their choosing, and have the choice to pick the replacement villages if they so desire.
