Government Form: Imperial Dictatorship with theocratic elements and a highly regarded Senate

The Emperor of the Red Sun chooses Imperators based on a complex national examination system. Each province and major population center has representation via an Imperator. The Imperators and Emperor rule together, with succession being from Emperor to the favorite Imperator.    

Capital: Dawn City (this is not a true city, but rather a roving center of governance. Each Major city has an Imperial Palace and a Public Palace (for the Senate) and where the governance roams is termed "Dawn City" for the duration).

Religion: Red Sun Worship, directly worshiping the Sun at dawn and dusk, indirectly in reverence for all the light of Kerbol does to nurture life and sustain civilization. This is a nationalistic faith that is official, though expression of other faiths and creeds is not forbidden it must happen in designated "scholar" sections of Red Sun temples. The government is not a theocracy but the concepts of Red Sun Worship are deeply rooted in the education, daily life, social custom and historical perspective of the Empire.

The strongest manifestation of the Imperial Church is in record keeping via the Senate. The Senate is not a voting body, but rather it functions as a polling apparatus that attempts to accurately guage the will and beliefs of the Imperial Citizens.  Preists can be punished, including being put to death, for willful falsehood.  They are most trusted and most watched in their frequent role as Senators, which is a high status position compared to being a Professor which is the norm for a priest.

History: Thousands of years ago the Red Sun Empire began as a village of humble fishing people who also had good trade in salt and salted trade-foods. Using some non-arable land to build houses with salt pans on the roofs fed by primitive wind-cranes that dipped salt water up on onto the roof they lived in cool domiciles and used the sun to learn much about sea salt.  Harvesting the roof pans took place when the sun was weak, and this early practice was formalized into post-dawn and pre-dusk harvest of roof salt pans.

The sun also allowed them to salt and dry fish, vegetables and even the dead. The first Emperor was the first scholar to write down and draw the practices of the village wise-folk.  This codified knowledge was then taught to his sons in unusual but effective fashions that had been told of by travelers and traders.  These sons were then sent to other villages on the coast to share the knowledge of what would eventually become Dawn City.  

As the focus of the Empire became acquisition of the inland villages the focus became more about agriculture, but again studies of the sun and the life it brought allowed the fledgling empire to economically dominate its neighbors. Development has been gradual and structured, with regular records going back more than two thousand years.  The result of this is a stable government and universal imperial faith with an emphasis on education and productivity present in both. One well known negative result is that the language of the Red Sun is quite literal and does not lend itself well to entertainment in the opinion of most foreigners. The complex forms of Red Sun are often too fast or use specific grammars that make the poetry, plays and prose of the Empire difficult for those not born into it.  The reverse is true when dealing with practical or scholarly matters as the often pedantic texts of the empire are very educational.

Modernization has been late to come for the Red Sons due to long stable conditions, but a fraud nearly decades ago within the national examination system led to a rework of the checks and balances through the entire government.  This rework firmly integrated the scientific method in places where ancient thinking had still prevailed.  The efficiency and innovation resulting from a scandal that almost rocked the line of Imperial succession has led to what many believe may be a new golden age for the Empire.

Military Deployment and Startegy:

Starting cycle 3, 6 Destroyers deployed as first line screen that keep submarines and other ships out of port waters where non-deployed vessels rest. This is also an air watch screen ... an active coast guard - a measure to avoid pearl harbour style surpises and give the rest of the forces enough breathing time to properly defend home / sea / air space. One group sweeps the central harbour territory at the western end of the nation, one group handles the northern coast, another the southern. The groups can converge easily at the central harbour and the ships in harbour can easily respond to the "pre-deployment" waters of the north or south coasts.

All nuclear vessels are continually deployed by policy and desgin. Nuclear destroyers are shielded by conventional ones in the destroyer screen (i.e. tactical priority is sending the conventional ships into danger first - setting the order of engagement).

Satelite networks will not supplant a ground based sensor network, but rather augment it.

With the civil war almost over with what looks like a complete A.S.A victory, we have now proclaimed the Union of Segerline. We wish to set up trade relations with you and an embassy between our two great nation. However we also asks for your recognition of our state.

Your embassy will be formal and we will send ours as soon as fighting has ended for a period of two months. Before then, we would like to send cultural observers as your struggle should be documented for historical sake.
