International Cooperative Exploration Organization (ICEXO)

ICEXO is devoted to furthering kerbalkind's knowledge of what lies beyond Kerbin. It is an international effort by multiple nations all to achieve together.

Narcona proposes a joint program between the members of ICEXO.  This project, dubbed "Project L-TORS", or Long-Term ORbital Settlement, will set the basis for a long term/permanent ICEXO settlement in Low Kerbin Orbit.  The end goal is to have a fully-functioning LKO station, called the Modular Orbital Discovery And Refueling Station, in Kerbin Orbit.  From MODARS the ICEXO can base its presence in outer space and continue to explore the final frontier.  The first stage the requires funding is the contsruction of a lifter strong enough to ferry payloads up to 20 tons into a roughly 80-km orbit.  This lifter family, dubbed Arti, will become the workhorse for Project L-TORS.  However, developing this lifter requires funding.  Narcona is willing to fund half of the development costs. The remaining cost of 66 MK is to be split between the other two members.

It would appear as if New Coresonia is not participating in modern space diplomacy, and as such, the GEF will handle the other 66 MK, so long as it can wait until next cycle.

We wish to see the design of your proposed lifter, as we have a design that we calculate can take 30 tons to LKO for almost the same price, and if yours doesn't compete with that, then we won't fund it. Money is valuable in space exploration, and without it, exploration grinds to a halt.
