Actually no it doesn't. Narcono-Gladian Holy Empire says Absolute Monarchy, since JD was. And you are allowed to practice other religions, albiet in each of the worship centers for each different faith, although you have to pay tax. Kinda like Arab countries.

It would be a tiny estate where the guy just claimed to be count of the island only him and his family lived on. Either way is fine by me.
