- Through revolutions, wars, and upheavels, while the world changes around them Glarus has done little to intervenue or care about their surrounding neighbours. Citizens of Glarus only sees these events solely as opporunity and financial gain.
Glarus has it's roots within one of these unnamed revolutions, starting as an commune that was apathetic towards both the ruling powers and the rebellions, eventually deciding to self-govern when it was clear that the former government no longer could administrate Glarus, it quickly grew to accomodate other regions that were tired of the constant rebellions, coups and whatever was on the minds of the radicals during the day.
Largely an agricultural economy, it's lush fields compounded by the protection of the mountains allows Glarus to produce abundance of crops that would make it's way towards the border. The state is heavily decentralized over the years which allowed local provinces to deal with it's internal problems quickly, but had lead to certain situations that resulted in provinces leaving the confederation. This however, gives great power to the citizens since every major decision is passed through a referendum, while inefficient, allows the entire country a say in it's decision making.
Militarily, Glarus had it's own fair share of foreign intrusions, however, the mountanous terrain had always been advantagous for the defenders.

We believe it would be futile to ask for an alliance with our country as it would never be able to pass referendum. In-regards to cordial relations, we should already have exchanged ambassadors as per our agreement to the World Trade Federation.

Although we know your nation is mostly neutral, we would like to invite you to a defensive pact against the Calcanian Empire. This is not a defensive pact against any other nation, only Calcania.

Given the situation, the referendum was passed. We will agree to a temporary defensive pact against specificity the Calcanian Empire.
