How to Move People About and Steal Their Land

Colonisation works exactly the same as founding any other city. To found a city, you have to take population from your other major cities and move it to a new location. For example, if France wants to build a new city in Canada, they would have to take population out of Paris and other major cities to give enough population to their new colony for it to be large enough to have a Zone of Control. Moving population to a new city costs 20PP per 500 000 people. This scales as you would expect, so 10PP for 250 000 people, 200 PP for 5 000 000 people and so on. There is no additional cost for distance, but unless you have a sensible route to your target location it is impossible to send colonists. For example, if France decides that they want a colony in Australia, but they are at war with South Africa, South Africa could just blast their colony ships out of the water. France would have to wait until they could ensure the safety of their ships throughout the entire passage, either until the war was over, or until they're established naval dominance in the region.

These cities work exactly like the cities described in the Cities, Zones of Control and Claims thread. This same system applies if you want to, for example, move citizens from one city to another (such as during an evacuation) or if you want to build a new city near your current ones, perhaps to get to a new resource node.

Quick question. If I am to colonise a place, do I need to bring soldiers to kill them natives or is that simulated with the PP cost that it takes to settle a place? If I need soldiers, roughly how many do I need per colony, and do they need to stay there?
