Turan four year plans

Our Great and Belevolent Khan has seen fit to change the structure of national development, instituting a series of 'four year plans' with national targets. So follows the first four year plan;

By the year 1182 after the Great Hajj, our great nation is expected and required to have achieved;

• Institution of a national banking system, to aid the nation's economic development
  
• Construction of a world-class centre of higher education in Chingi-Tura
  
• Increased contact with the West through at least one high-level international meeting
  
• Institution of nationwide research effort to develop industrial machinery, with results expected in the second four-year-plan

Our Great Khan is considerably pleased by the efforts of his subjects in meeting and exceeding the targets of the first four-year plan; but he warns me must not grow complacent. If we wish to achieve equality with the great nations of europe, we must redouble our efforts. So follows the second four year plan;
By the year 1186 after the Great Hajj, our great nation is expected and required to have achieved;

• Abolition of the current inefficient region system, placing all of the Turan Heartland directly under centralised control
  
• The foundation of a new Port City near the mouth of the great Yenisei river
  
• The establishment of a Turan Navy, and the commissioning of at least one ship into that Navy
  
• A major exhibition to find the source of the great Yenisei, and to find any valuable resources that may be accesed through it
  
• Institution of a major research effort to apply the industrial knowledge gained during the previous plan to the agricultural sphere

Our great Khan is pleased by our achievement of the last four year plan, but he feels it was, in retrospect, not as large a challenge as the first. To truly become a great nation this trend must change; so follows the third fourth year plan
By the year 1190 after the Great Hajj, our great nation is expected and required to have achieved;

• Construction of mechanised 'factory farms' throughout the Turan heartland
  
• The foundation of a new plantation colony along the lower Angara, a tributary of the great Yenisei
  
• Commencement of large-scale trade with mainland europe
  
• Research into the application of steam power to land propulsion, with a prototype vehicle by the end of the plan
  
• Construction of a factory for production of fabric dyes on an industrial scale
