Sylandro theres one problem. You see starting population is 1,000,000. To get PP you divide it by a number based on your focus. With balanced it is 10000, so your PP is right now 100. You get 250,000 people a cycle, then you get more PP. For taxes you divide your population by 20,000, basically that nothing more. I hope i helped you. Lots of systems have changed be sure to read.
