How about we abolish it for ONE RP,

and we look how things go. If it will be a disaster caused by the reused nations, we keep the rule, but if everything goes well, we abolish it forever. Good idea?

We do a vote at the end of the RP whether we should keep the rule.

And we can reintroduce the rule once a RP ends up in disaster caused by the retention.
