Okay, because a certain somebody openly admitted that they put no thought into the lands that they claimed, I've stepped in. All new land claims in the Encyclopedia Territorium must be justified. This stops people just dropping cities in resource nodes as their first cities, or from claiming land purely to antagonise a player they have OOC issue with.
This isn't Civ. This isn't Total War. This isn't EUIV. This is a roleplay.
