The Transfer of Novs Polor to the Kutan Empire

The Empire of Kutan and the Sangan Federation have come to the following Agreement;

* The Sangan colony of Novs Polor is to become Kutan territory in Perpetuity
* Sanga will hold no claim to Novs Polor after the transfer of control is completed
* Upon completion of the transfer, Novs Polor and it's citizens are to be subject to the laws and regulations of the Kutan Empire, to change as the Imperial government shall see fit; citizens and territory will under no circumstances subject to Sangan laws or regulations
* Sangan citizens will be free to emigrate from Novs Polor for a period of half a year from the ratification of this treaty; all present in Novs Polor after this date will be full and entire Kutan citizens, and in no way subjects of the Sangan Federation
* Janko II of Kutan shall become Count of Novs Polor, and his heirs entire; the Sangan Federation will in no way denigrate this title or it's holder

As exchange, the Empire of Kutan agrees to transfer the following to the Sangan Federation within the shortest possible time;
*One-hundred millions of Kerbits
*Assistance in development of the technologies listed in Appendix one.
