As you are aware of, a ground to air satellite weapon has been deployed and used towards a small satellite that failed to deploy. This was a one-time test and will not be repeated further as it was successful in eliminating the satellite. The purpose of this "weapon" is not to stop exploration outside of Kerbin, but to if needed stop threats in space and or take down weapons stationed in space. The debris cloud contains some larger pieces but mostly very, very small pieces, so chances of hitting anything are very low, but if that happens we will compensate, as it is our fault.

We do applaud this admission. Technically you did not violate any international agreements, but the very very small debris is actually the main issue that remains.

Small debris can destroy a spacecraft as surely as small bullets can destroy vehicles. As we suggested in the ASDI closed door sessions, we would reccomend that you lead the development of a way to clean up that orbit.

We would be happy to consult on the cleanup project. A orbital clearing technology could be a useful tool in the future, in case genuine accidents produce large debris clouds.
