Fisnavavaada has the most land ATM, although if you want to make it like Siberia with one person every 25 square miles or whatnot, sure, be my guest.

Also, if Twinky gets a new country, can I absorb Coresonia?

If this is gonna happen, I think that it should cost to take stuff. By all means go colonial, but maintaining a colony is not a trivial task. Also prevents major landgrabs.
