The city of Albemuth had finally been retaken by coalition forces. A city which has been the source of tensions and war for over a century was finally back in Kahlawian hands. However it had been taken at a terrible cost, on the streets you could see bombed out buildings, in some cases even corpses from civilians killed by stray bullets and soldiers which had yet to be removed. The civil defence which now consisted on pre war proffessionals and now newly recruited volunteers had been working around the clock to put out fires, evacuate bodies and clear up the rubble which was now filling the streets. However there was still joy and hope for many people in Albemuth, namely the Kahlawian people who had been welcoming their Kahlawian brothers even more than the people in Nadirja.

However the war was not over yet. From the east a Segerlinen convoy consisting of a diplomat in the center jeep, and two jeeps in front and back with mounted machineguns headed into the city. Their end destination was the city hall which had not been damaged in the fightings.

The envoy was welcomed and after an ID check, they were allowed into the city hall by Kahlawian soldiers who guarded the building. Eagerly the diplomats awaited the Kahlawian and Kyuxan envoy so that the peace negotiations could begin.

A convoy witht he Kahlawian delegation and reporters from all the major Kahlawian networks and newspapers arrive to the Town hall, ready to start the negotiatons.

After all delegates has been searched and let in to the meeting room. The meetings begin.

"Alright, let's get to work. Have you prepared our demands, Kahlawian delegate?"

Reza Soomekh, the new Kahlawian Head Ambassador, clears his troath, while all the press personnel awaits for his words.

"I have an opening declaration.

"We carried war against the Kyuxian government, not against its people. Our intention was to reunite the Kahlawian people under a single flag, and nothing more. Now, although we could ask for far more than what we have intentio to, we'll not do it. We'll ask for just what is needed to keep our nation safe from retaliation, and for what is needed for the Kahlawian that lived under oppression to be given compensation.

"Those measures will encompass limitations to the naval forces of Kyux, to its capacity of deliver destruction at long range, and to oppress other nations. The Kyuxian nation will be permitted to find its new dimansion in this world, without damaging others.

"But we are not senseless: we know that limiting the Kyuxian military capacity will make them easy prey for imperialst powers and, although me might say that that's the destiny repaying them for their actions, we'll not permit this. We'll protect the Kyuxian nation from unjustificate aggressions, to give its people the opportunity to leave in peace and freedom.

"This said, this is our peace proposal."

Counter-Proposal:
We have to remind you when a nation declares war for reconquest they usually dont take lands belonging to the person who they have never owned, also they usually dont put heavy restrictions on the loosing part, reconquest wars are usually for reconquest, not this.
What would we do with our existing armed forces that currently exceed limits, burn them? The limits makes no sense.

War reparations: We can settle on 50 MK for 10 cycles.

Space program observation: we won't let you have weapons capable of striking our territory. Your peaceful space efforts won't be twarted. We can offer to have the inspector be sworn into mantaining secret on those blueprints, if they are found to not be a danger to peace.

Launches notice: How would this hinder you? We are currently doing by publicly noticing this to the world and we are running a pretty much succesful program.

WMD: You manaced both us and the segerlinen with destruction by a new kind of weapon. We'll actively search for those weapons to eliminate the menace you pose to the whole world.

Aerial imaging of Kyuxian territory: We can agree on limiting our missions.

Radio Kahiv: Your people won't be fed by propaganda, but just told the truth, as the ordinary foreign service is already doing.

Naval limitations: You don't need those ships, other than to carry over war on other nations. If you show that your policies have changed, those limitations will be renegotiated in 4 years, anyway.

Ships area of operation limitations: As said before, your navy has no reson to travel in those waters, other than to carry on aggressive war operation.

Submarine limitations: Long range subs are overkill for national defence.

Alliance limitations: Your protection will be guaranteed by the Kahlawian army. You'll have no need for aggressive coalitions.

Trials: Are criminals in your nation trialled by Fisnavavaadan judges? The jury will be Kahlawian, and they will be prosecuted under Kahlawian laws. All after all, we are talking about people living in territories under our control, your acceptance is just a pro forma.

Paratroopers: They have been trialled under Kyuxian law, and the Segerlinen government feels that they should be re trialled under Segerlinen laws, since they committed those crimes in Segerlinen territory.

Military units over the limits: Equipment is to be destroyed, and personnel will be reintegrated in civilian life under the new economic retooling.

A alliance != a coalition.
The WMDs from what i know was simply a last ditch attempt, a empty threat. We have no such weapons.
We will not scrap our military that's over the limits, but we will put the personnel into retirement.

The problem with the Launches notice is the delay, we could agree to announce every single launch and have it inspected, but as soon as that is done it will be launched when needed.

All effects of this treaty will be abolished in 5 years, except the payments, which will continue for the full time.
We can agree to broadcast radio kahiv, but not on our broadcasts. We will rather just relay it and let each citizen decide if they want to listen to it.

It wouldn't be sensible by us to just take your words for it. If you have nothing to fear then you have nothing to hide. Inspectors will be sent to search for such weapons. Not scrapping equipment is what Segerline considers a non-negotiable demand. What is to stop you to quickly arm and train soldiers with that equipment in times of a pre-emptive strike against us?

As we said, your protection is guranteed by the coalition. We see no reson because you would need other protection.

We'll actively search for said WMDs, and we'll decide by ourselves if this is a witch hunt or not.

The military equipment over the limits will be put into cold storage, rendered unserviceable without a throughtouly maintenance work, and the warehouses stricly guarded by coalition inspectors.

Since you'll likely need some time to build and prepare your vehicles, launches will not be delayed. The notice can be reduced by a month, but if inspections are still underway on launch day, it will be delayed.

The treaty will be renegotiated in 5 years, but no limitation will be automatically abolished unless discussed.

We can agree on this.

Segerline stands behind this, but we want to make clear what "limiting our missions" would imply. Segerline can agree to limiting our missions to search for future Kyuxan military development, our current search for WMDs and to watch for Kyuxan military build up.

You will have a defensive alliance with us. It's in our interest to have a Kyuxian nation capable of self defence, and we'll do our best to keep you safe.

In five years the traty will be renegotiated by the signatory parties, with a third party arbitrate.
