Why not just delete it? We don't let people randomly grab bits of kortugan land, why is it different when there used to be a nation there?

because were trying to fill up Kerbin a bit more, and this is an excellent opportunity to do so. Wont have any IC ramifications and will make the world look a bit more filled.
